At the conclusion of Operation Homecoming in 1973, Congress and the American public learned of the devastating torture that US POWs experienced during their years of captivity. One group of POWs spoke about unimaginable torture and privation and something that would become known as The Cuban Torture Program. For 13 months between 1967-1968, 19 American POWs were segregated and subjected to extreme torture. The torturers were Caucasians who spoke with Spanish accents, and showed substantial knowledge of Central America among other things. The POWs believed that the torturers were Cubans, hence the name Cuban Torture Program.
In 1999, after years of stories, accounts, and rumors, Congress convened a special Hearing into the Cuban Torture Program. Statements of Hearing participants are included along with the entire Hearing transcript. In addition there are a number of news stories related to either the Hearing or subsequent investigations into the identities of the torturers.
