Mr. RODRIGUEZ (for himself, Mr. FROST, and Mr. BISHOP of Georgia) introduced the following bill; which was referred to the Committee on House Administration


A BILL

To permit Members of the House of Representatives to use funds provided in Member's Representational Allowances to obtain POW /MIA flags and distribute them to constituents.


Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,


SECTION 1. PERMITTING USE OF MEMBER'S REPRESENTATIONAL ALLOWANCE TO PURCHASE POW /MIA FLAGS FOR CONSTITUENTS.


(a) IN GENERAL- A Member of the House of Representatives may use amounts provided in the Member's Representational Allowance to obtain POW /MIA flags and distribute such flags to constituents in connection with official and representational duties.


(b) DEFINITIONS- In this section--



(1) the term `Member' includes a Delegate or Resident Commissioner to the Congress; and



(2) the term `POW /MIA flag' means the National League of Families POW /MIA flag designated by section 902 of title 36, United States Code.


SEC. 2. EFFECTIVE DATE.


This Act shall apply with respect to fiscal year 2004 and each succeeding fiscal year."
