Flying the POW-MIA Flag

The accepted protocol for flying the POW/MIA Flag is as follows:

Since POW/MIAs are from every state, the POW/MIA Flag should fly below the American Flag and above the state flag if only one pole is used. If two poles are used the POW/MIA Flag would fly under the American Flag. If three poles are used each would fly individually, with the POW/MIA Flag to the immediate left of the American Flag and the state flag to the left of the POW/MIA Flag.
