Re: Statement on Kuwait's National Day

Date: October 10, 1998

US Department of State
Office of the Spokesman
Press Statement

Press Statement by James P. Rubin/Spokesman

Today is Kuwait's National Day and tomorrow will mark the seventh anniversary of the liberation of Kuwait. We celebrate the success of the international coalition in expelling Iraqi forces from Kuwait, and reemphasize our commitment to Kuwait's independence. At the same time, we note the continuing legacy of Saddam's unprovoked invasion and brutal occupation. In a tragic reminder of Saddam's aggression, the fate of the more than 600 Kuwaiti Prisoners of War and Missing remains unknown.

Together with Saddam Hussein's obligation to provide free and unfettered access to the United Nations Special Commission, his obligation to provide a complete accounting of the POW/Missing--as mandated by UNSCR 687--remains unfulfilled. The Iraqi regime has resorted to obstructionism and blatant denials to frustrate international diplomatic efforts to resolve the fate of the POW/Missing.

These tactics must not allow Saddam Hussein to evade his regime's legal and humanitarian responsibilities to the families of his victims and to the community of nations.

AII POW-MIA NOTE:American POWs or MIAs are not mentioned.
