Some time ago, San Francisco, declaring itself appropriately a 'progressive' city, became the sister-city of Ho Chi Minh city.
This week, Communist Vietnam rewarded San Francisco for its sisterhood during troubled times by opening the first Vietnamese Consulate in the city by the bay.
